Jenica has been a member of PSHRA since 2015. Originally from Denver, Colorado, Judy relocated to Utah in 1984 and moved to the Uintah Basin in 1998, where she began her career managing AR/AP functions. Transitioning into human resources, she has excelled in roles spanning payroll, benefits administration, safety coordination, and generalist HR functions. Webinar: Pay Equity in the Public Sector
A Critical Challenge for HR
Join us on April 10th at 1 p.m.ET to take part in a discussion on addressing pay equity.
Ensuring equitable pay should be an objective for all employers. Laws and regulations prohibit discrimination based on individual characteristics and doing so is a moral failure. It is also necessary to ensure equitable treatment applies to all aspects of workforce management: staffing, development, career management and performance management.
Published statistics report average pay differences (15% most commonly) between white males and other employees. Yet these aggregated statistics only measure pay parity and are not a valid metric for determining pay equity. A McKinsey Intelligence study found that 80% of the difference was caused by occupational concentrations. Yet any difference should be attributable to legitimate causes.
Addressing pay equity raises a series of questions: What is “equitable”? How do employees decide if pay equity exists? How do agencies decide if pay equity exists? How do regulators and society decide if pay equity exists? This webinar will discuss how statistics can be used to accurately measure equity. It will then explore how pay systems can be designed and administered to ensure pay rates are equitable.

Yvette George is currently the Director of Human Resources for the County of Henrico, in Virginia. She took this role on June 8, 2020, from the Virginia Department of Transportation, where she worked as the Central Office Human Resources Manager since April 2016.
The County of Henrico has over 4,500 employees. As director, Yvette George heads a department with 48 employees. The department is responsible for the county’s comprehensive personnel program, including employment and compensation management, benefits administration, employee development and organizational learning, fitness and wellness, health services and risk management.
Mrs. George earned a Bachelor of Science degree from Bluefield College and received a Master of Business Administration degree from Strayer University. She is a veteran of the U.S. Navy and holds the Professional in Human Resources (PHR) certification, Society of Human Resources Management (SHRM-CP) Certified Professional certification as well as Retirement Certified Plan Sponsor Professional (CPSP) certification.

Welcome:
Welcome to PSHRA's Public Sector HR Executive Leadership Certificate Program. This course will enhance your HR public sector leadership skills and help you develop targeted initiatives to improve your agency.
Your first live Cohort meeting will be held on April 24th at 2:30 pm ET. You will be sent a Zoom Event Link before the start of your course.
Course Outcomes
This course is designed to help you build your HR competencies and help you strategically position HR as a transformative business partner and leader in the organization.
To achieve this, the course focuses on 3 related areas:
- Your skill set in the 4 HR Lenses: business acumen; innovation; strategic orientation; and diversity, equity, inclusion, and accessibility. As part of this course, you will build a personal development plan for these competencies.
- Your skill set in the HR Areas of Focus: leadership, culture, talent, technology, and communication. You will build a personal development plan for these competencies as well.
- Finally, you'll learn strategies for building, presenting, and gaining buy-in for the initiatives you develop to improve how HR is positioned within your agency.
You will finish this course with:
- a personal professional development plan,
- actions you will take to improve how HR is positioned within your agency.
Certificate:
You will earn a Certificate of Executive Leadership from PSHRA with your successful completion of both the online lessons and cohort session.
You may have attended an Executive Leadership in-person course. Welcome! This learning experience will complement and enhance the material from that program and provide additional support as you build your leadership expertise.
Course Design:
This course includes six lessons that you'll take online and three cohort sessions where you'll meet with peers also taking this course. The online lessons will give you an opportunity to assess your development opportunities; teach important concepts, principles, and practices; and will help you begin planning improvement initiatives. Explore the course interactive elements and links to outside references to get the most out of the course. The cohort discussions will give you an opportunity to share ideas and learn from your peers. In the cohort discussions you will further develop and refine the improvement plans you draft in the online sessions.
Time Commitment:
The more dedicated time and effort you put into this course the more you will get out of it.

Webinar: Neurodivergence in Public Service: Building a Workforce for the Future
As many as 1 in 5 people may be neurodivergent in the workplace, yet only 1 in 10 employers indicate that their recruitment, development and retention programs are designed to support neurodivergent employees. If the government is looking for out-of-the-box thinkers ready to present creative solutions to evolving municipal challenges, then government agencies have to expand DEI and culture initiatives to include neurodivergent employees.

Donna Vaillancourt served as the Director of the Department of Human Resources with San Mateo County until July 2018. During her tenure, she spearheaded new workforce planning and engagement efforts, leadership development and wellness programs to attract and retain talent in a dynamic organization consisting of over 5,500 employees.
Donna began her career with the County in 1981 after serving for three years in the U.S Army as a field medic stationed in Germany. She served in various leadership positions during her 37-year career for San Mateo County including Deputy Director of Public Works.
Donna is passionate about helping leaders and organizations succeed and currently provides executive leadership and career coaching, organizational development consulting and training for various agencies. She continues to manage San Mateo County’s Internal Coach Program coordinating coaching services for Managers and Supervisors with 12 internal coaches.She has a BS in Human Resources Management, is a California Credentialed County Senior Executive and a Professional Credentialed Coach (PCC) through the International Coach Federation. She has served as a board member for several professional organizations including the County Personnel Administrator’s Association of California, the CSAC Institute of Excellence, CalPELRA and is currently the Secretary of PSHRA -San Francisco Bay Area Chapter. She is also an active community volunteer and currently serves as the Chair of the County of San Mateo County Veteran’s Commission.

Dr. Kelly Drummond is a certified professional in Human Resources through the HR Certification Institute and the Society for Human Resource Management. As the current Director of Human Resources with the City of Knoxville, Kelly administers the compensation/classification system, talent acquisition, pre-employment processes, employee training, employee relations, succession planning, and assist directors in employee discipline. Prior to this role, she worked as the Vice President of Human Resource and Leadership Development with the Boys & Girls Clubs of the Tennessee Valley and the Executive Director of Human Resources for Knox County Schools. She also served as a national trainer for Boys & Girls Clubs of America and facilitated national trainings on leadership, human resources development, employee motivation, and personal effectiveness.
Dr. Drummond currently serves as an instructor at the UT Center for Professional Education. She also facilitates the SHRM Certification course at Roane State Community College. Kelly holds a doctorate degree in Education with a concentration in Human Resource Development from Lincoln Memorial University. Dr. Drummond focuses on employee satisfaction, employee engagement, and employee retention. Dr. Drummond is also a certified professional leadership coach.
Kelly is a commission member for the Tennessee Commission on Children, board member of the Wesley House, and a member of the Community Health Council. Dr. Drummond’s passion project is My Soul In Bloom – a Professional & Personal Development Services for Women. Kelly is a graduate of the 2011 Class of Leadership Knoxville.
Kelly has two adult sons, Eric and Jeffrey. But her baby is her 10 year old Pekachi – Leo Mufasa.

Jocelyn has served in the public sector since 2012 and has nine years of experience in all human resources functional areas; recruitment, classification and compensation, benefits, labor and employee relations, payroll and organizational development. Throughout her career she has actively participated in several rounds of contract labor negotiations. She is currently the Human Resources Manager with the City of Fremont, CA overseeing the benefits and payroll division and supervising a team of six.
