Jill Tew is an HR Business Partner and EEO Investigator for Davis County in Farmington, Utah. With over 24 years of Human Resource experience in multiple industries, she is comfortable guiding individuals and teams on how to effectively address and resolve workplace concerns. She especially enjoys resolving highly complex and sensitive employee and labor relations issues and anything related to the ADA. Jill has served on the PSHRA Utah chapter board since 2022 and is currently serving as President. She has a Master's in HR Management and holds PSHRA-SCP, SPHR, and SHRM-SCP certifications. In her spare time she enjoys making her own yarn from wool or plant fibers, then knitting, crocheting, or weaving into something amazing to give away. She also enjoys reading fantasy books and case law and watching the Hallmark Channel with her family.

Jenica Stander

Human Resources Director

Jenica Stander has worked in public sector Human Resources for over 17 years. She is currently the Human Resources Director for Box Elder County. She has experience in all HR competencies and has a passion for employee wellbeing and organizational management. Jenica graduated from Weber State University with a Bachelor’s Degree in Business Administration with a Management emphasis and she has earned a Master of Business Administration degree. Jenica has been a member of PSHRA since 2015. Jenica has served as the PSHRA Utah Secretary since 2023 with the goals to be more involved in Utah’s public sector HR matters, build relationships, and to give back to a community that has supported her during her career. In her spare time, Jenica likes to read, travel, and spend time with her family.

Judy Stevenson

Human Resources Director

Judy Stevenson is a seasoned professional with a diverse accounting, human resources, and risk management background. Originally from Denver, Colorado, Judy relocated to Utah in 1984 and moved to the Uintah Basin in 1998, where she began her career managing AR/AP functions. Transitioning into human resources, she has excelled in roles spanning payroll, benefits administration, safety coordination, and generalist HR functions. Judy became a trusted consultant in the private sector, guiding small rural companies from start-up stages—developing accounting systems, policies, and procedural manuals—to full operational maturity. More recently, Judy has applied her expertise in the public sector by serving as Duchesne County's Human Resources Director and leading risk management initiatives. Her enduring passion for employee wellness underscores her belief in the importance of nurturing both physical and mental health within the workforce. Now residing in northeastern Utah's scenic, diverse landscape, Judy cherishes the blend of professional fulfillment and quality family time that rural living offers.

Patrick Monney

Patrick Monney joined theworld of public service four years ago as Director of Administrative Serviceswith Springville City in Utah. Upon graduating from Brigham Young University,Mr. Monney spent his first 20 plus years working in the private sector as aserial entrepreneurial junkie in operations and finance. He helped start andgrow companies that were purchased by LexisNexis (InsurQuote Systems),Hewlett-Packard (LogoWorks) and others. He had the opportunity to be a part ofWing Enterprises ( makers of Little Giant Ladders) as their CFO. He spent hismost recent years, prior to joining Springville City, working with The CookCenter for Human Connection (owners of Parent Guidance and The HOPE Squad),whose total focus is on improving the mental health and well-being of youth andparents. Mr. Monney has also served as a Council Member of Springville City andspent 10 years on two committees for Springville (Art City Days festival andSpringville City Power Utility). Throughout his career, he has maintained thatthe success of any organization comes from the quality and qualifications ofteam members. Mr. Monney said, “It has been an incredible journey for the past35 years of my life, with many ups and downs. My personal beliefs, supportivefamily, friends and mentors, and strong commitment to personal mental wellness,have helped me achieve more than I ever thought possible.” He and his wife,Heidi, are the proud parents of four children.
