Case Study – State of Oklahoma:  This case study will discuss the recent internal and external review of State of Oklahoma employee salaries and job codes by the State of Oklahoma Human Capital Management division with third party market value salary benchmarking comparisons conducted by Ernst & Young Accounting. It will briefly touch on the ongoing multi-year project of job catalog revision, job coding, and discuss progress updates to the project along with challenges the state faces in its efforts to attract and retain qualified public sector employees.

Case Study – Lehi City:  In the past 12 months, Lehi City, Utah faced increased difficulty retaining and recruiting engineering and trade positions – HVAC, electrician, plumbing, and fleet mechanics—to the private sector. This case study will share various compensation analyses and market sources used to remain competitive and attract interested candidates to the public sector.

David Kitchen is driven by a passion to CONNECT and EMPOWER employees and leaders across the public sector. With more than 15 years of experience in public sector human resources, he is known for his modern, people-centered approach to HR operations and his commitment to data-informed, ethical leadership.

David currently serves as the Human Resources Director for Lehi City, Utah, where he leads strategic HR initiatives that support a rapidly growing municipal workforce. He previously worked with the Utah Department of Human Resource Management, developing key performance indicators and strategic measures for a statewide HR shared services model. David also stays engaged with emerging HR technologies and trends, including completing the Partnership for Public Service’s AI Government Leadership Program.

Beyond his municipal work, David is a partner with Compensation Survey System (comp-survey.com), an online platform that helps public sector agencies benchmark and manage compensation, benefits, and pay practices with greater accuracy and transparency.

David’s commitment to advancing the HR profession extends deeply into his service with the Public Sector HR Association (PSHRA). He served as PSHRA Utah Chapter President from 2018 to 2020, and since 2021 he has been an active contributor on multiple regional and national PSHRA committees, supporting the association’s efforts to elevate professional standards, strengthen practitioner networks, and advance evidence-based HR practices.

He holds a Master of Public Administration and a Bachelor of Communications from Brigham Young University and certifications as a PSHRA-SCP, SHRM-SCP, and PHR. David has presented nationally on topics including empathy and connection, trust-building in government, and data-driven HR strategy. He continues to mentor emerging professionals and contribute to thought leadership within the field.

David is a resident of Edmond, Oklahoma and currently serves as Vice President of the Oklahoma Chapter of PSHRA. He currently serves PSHRA at the national level as a member of the Veterans Committee and Certification Advisory Board. He has been a member of PSHRA since 2021.

He is a vision and solutions-driven human resource executive specializing in full-service human resource services such as talent retention and recruiting, employee relations, organizational operations, executive leadership, strategic planning, data management, budgeting, and employee compensation plans. He enjoys communicating ideas to others and bringing functional groups together for a common goal. He is dedicated to professionalism and producing measurable results. His most recent public sector experience was serving as the Director of Human Resources & Open Records for the Office of the Oklahoma State Treasurer.

He holds a Master of Science in Human Resource Management, Bachelor of Science in Homeland Security & Emergency Preparedness, and Bachelor of Science in Business Administration. He is an Oklahoma Supreme Court and nationally certified Civil Mediator, a Master Training Specialist, PSHRA Senior Certified Professional, and is a 20-year veteran of the U.S. Navy.
