He has over 15 years of human resources leadership experience, specializing in the areas of talent acquisition, employee relations, and equity and diversity. He earned his Bachelor of Science in Speech Communication and Secondary Education and Master of Science in Higher Education and Management from East Texas A&M University.

Jocelyn has served in the public sector since 2012 and has nine years of experience in all human resources functional areas; recruitment, classification and compensation, benefits, labor and employee relations, payroll and organizational development. Throughout her career she has actively participated in several rounds of contract labor negotiations. She is currently the Human Resources Manager with the City of Fremont, CA overseeing the benefits and payroll division and supervising a team of six.
