Andrea Cutler (Moderator)

Andrea’s over 30 years of experience in public sector Human Resources has been with full service and contract cities in southern California. After retiring, she moved to Las Vegas and continues to do consulting work.
She has a Master’s degree in Public Administration, a Bachelor’s in Psychology, holds IPMA-SCP and CMLR certifications and has been a trainer for the DCHRS course.
Andrea has served on the IPMA-HR Executive Council, the Western Region Board, the Southern California and Nevada chapter boards and in several international committees. She received the Lifetime Membership Award from IPMA-HR in 2019, the Muriel Morse Achievement from the Western Region in 2015, and the Gunther Dumalski Lifetime Membership award from the Southern California Chapter in 2016.
Patrick Dinh Ho

Patrick Ho is an HR professional with over 8 years’ experience mostly working in the public sector including state/local government. Formally served as the Chief Human Resources Officer for Gilmer County Government in Georgia. Patrick was appointed as CHRO by the Gilmer County Board of Commissioners early 2023. Currently, Patrick is the Assistant Director of Human Resources at the City of Brookhaven. He is currently pursuing a Juris Doctors degree and currently holds a Masters of Public Administration with a concentration in Public Sector HR Administration and a Bachelors of Science in Political Science from Kennesaw State University. Patrick had success in rebuilding/rebranding past employers with their Human Resources department which included company-wide re-organizations, new system implementation, revamping the hiring process and creating an official orientation/seminar university program for them.
Linda Gonzales

Recognized for empowering leadership, Linda has implemented transformative HR strategies, fostered inclusive workplace cultures, and served as a trusted advisor in complex environments and multiple industries. She excels in labor relations, compliance, compensation strategies, and organizational development, with a proven track record in negotiation, mediation, and dispute resolution. Linda is passionate about aligning HR initiatives with organizational goals to drive employee engagement, operational efficiency, and community impact.
Certifications include SPHR, SHRM-SCP, IPMA-SCP, Florida Supreme Court Mediator, (County, Appellate, Family and Civil Circuit), Florida Public Sector Employee and Labor Relations professional, with a track record of shaping high-performing HR teams and driving measurable results.
Cassandra Tabor
Chief HR Officer
Metropolitan Council, Saint Paul MN
Cassandra Tabor is the Chief Human Resources Officer for the Metropolitan Council, joining the organization in the Fall of 2023. She is an accomplished HR professional that has served the last 12 years in public sector with Minnesota cities. Prior to a second career in public sector, she led organizational development and HR within private industries and post-secondary institutions. Cassandra began with an Education degree and later earned her Master’s in Public Administration and a Project Management certification. She lives in downtown Minneapolis with her husband and small dog and is excited to have an empty nest with twin daughters recently graduating from college!
