Stephen Fields serves as the Director of Human Resources and Chief Administrative Officer for the Town of Hermon, Maine, where he provides executive leadership in human resources, organizational development, municipal operations, and strategic administration.

He holds a Master of Science in Human Resources Management from Rivier College and a Bachelor of Arts in Business Management from the University of Maine at Presque Isle. Throughout his career, Stephen has held senior human resources and administrative leadership positions with the Town of Hermon, the City of Westbrook, the City of Biddeford, and the Maine Office of the Attorney General. His experience spans more than 20 years in public sector human resources across local, state, and federal government.

Stephen is a 28-year veteran of the United States Air Force and Air National Guard, where he developed extensive expertise in leadership, workforce management, and strategic planning. Beyond public service, he is an entrepreneur who co-owns and operates a human resources/small business consulting firm and a café bakery with his spouse.

He holds the Senior Certified Professional (PSHRA-SCP) designation from the Public Sector Human Resources Association, the SHRM Certified Professional (SHRM-CP) credential, the Certified Maine Manager (CMM) designation from the Maine Town, City and County Management Association, and the Credentialed Manager (ICMA-CM) designation from the International City/County Management Association.

Stephen is also a published author. His article, "Wellness as Workforce Strategy: Embedding Mental Health into Municipal HR Practice in a Rural Community," was featured in Public Eye, the magazine of the Public Sector Human Resources Association, in the January/February 2026 issue.
